NOTE on article above:  I just would love to know the exact number of trains that became 100% on time because SEPTA padded the schedule.  You have to love an agency that solves it's problem by saying "hey the train arrives closer to 8:15 so let's just say it arrives at 8:15.  That way we won't be late!  I bet whoever thought of that idea got a promotion for it.
